First of all,
There are 4 steps you need to go through for using hangul in your ubuntu environment.
1. iBus setting
Please open the terminal and check if iBus is installed or not.
$ sudo apt update
$ sudo apt install ibus
$ sudo apt install ibus-hangul
If the installation is done, then please go into the iBus setting by using this command
$ ibus-setup
And go to "Input Method" and add "Hangul"

2. Language Support
Please go to "Language Support"
And click "Install / Remove Language... "
And check the box "Korean".
And click "Apply" and then installation will start.

3. Settings - Keyboard
Please go to "Settings" -> "Keyboard".
If you search "Korean" in the input list, then you would find 3 different options that you can choose from.
Please choose "Korean (Hangul)", then you can use it

4. Set-up
You can change the IBusHangul setup.
The Hangul Toggle key would be usually "Shift + space" and "Hangul key" you could find in your keyboard layout.
( So I changed it from Hangul key to ISO_Level3_Shrift )

The last step would be always "reboot"
